The 10th amendment to the US Constitution and hence the last one in the Bill of Rights which many of the states demanded as they feared the new federal government would otherwise swallow them up. It reads: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”
